USD 112 changes boundaries

RESOLUTION NO. 12-21-12

A RESOLUTION REAPPORTIONING AND ADOPTING
NEW BOARD MEMBER DISTRICTS
FOR UNIFIED SCHOOL DISTRICT NO. 112,
Ellsworth County, State of Kansas
   
WHEREAS, the Board of Education (“Board”) of Unified School District No. 112, Ellsworth County, State of Kansas (“USD No. 112”) has not reapportioned since the 2010 census and has now drawn new Board Member Districts, based on the 2010 census, that are as compact and equal in population as possible, considering the significant variations in population density throughout the District; and
WHEREAS, the Board has drawn new Board Member Districts, to the extent practical, to include whole voting precincts; however, the Board has determined that not all voting precincts can be fully included in all Board Member Districts, due to population density variations in the District and therefore has drawn new Board Member Districts to include whole census blocks and whole voting precincts to the extent practical; and
WHEREAS, the Board has been presented with a plan to reapportion and change Board Member Districts, which plan complies with K.S.A. 72-6769 in all respects;
NOW THEREFORE, BE IT RESOLVED, that USD No. 112 change the boundaries of Board Member Districts to remain in compliance with K.S.A. 72-6769; and
BE IT FURTHER RESOLVED, the Board of Education of USD No. 112, has determined that whole voting precincts cannot practically be included in all Board Member Districts, due to significant variations in population density throughout the District and therefore the Board of Education has drawn new Board Member Districts to include whole census blocks and whole voting precincts to the extent practical, although whole voting precincts cannot be included in all Board Member Districts; and
BE IT FURTHER RESOLVED, that the following described Board Member Districts be and hereby constitute new Board Member Districts, as established by the Board  of USD No. 112:

Board Member District No. 1 is described as follows:
All of the City of Wilson, Ellsworth County, Kansas EXCEPT that portion of the City of Wilson Ellsworth County, Kansas described as being generally East and South of the following described line. A line starting at the intersection Old 40     Highway and Avenue D; thence southerly along the center line of Avenue D to the intersection of Avenue D and 29th Street thence westerly along the centerline of 29th Street to the intersection of 29th Street and Avenue G and thence     southerly along the center line of Avenue G to the south boundary of the City of Wilson.
Board Member District No. 2 is described as follows:
That portion of the City of Wilson, Ellsworth County, Kansas described as being generally East and South of the following described line. A line starting at the intersection Old 40 Highway and Avenue D; thence southerly along the center line of Avenue D to the intersection of Avenue D and 29th Street thence westerly along the centerline of 29th Street to the intersection of 29th Street and Avenue G and thence southerly along the center line of Avenue G to the south     boundary of the City of Wilson; and
The City of Dorrance, Russell County, Kansas; and
All of Plymouth Township (Plymouth North, Plymouth Center and Plymouth South) Russell County, Kansas; and
Wilson Township, Ellsworth County, Kansas, except that portion of the City of Wilson in Board Member District Number 1; and
Those portions of Noble and Columbia Townships, Ellsworth County, Kansas, located within the boundaries of U.S.D. No. 112; and
Palacky Township, Ellsworth County, Kansas, EXCEPT Sections 6, 7, 18, 19, 30 and 31; and   
Sections 4 through 9, 16 through 21 and 28 through 33, and Lincoln Township, Ellsworth County, Kansas; and
Sections 28, 29, 30, 31, 32, and 33 in Golden Belt Township, Lincoln County,     Kansas, being all those portions of said Township located within the boundaries     of U.S.D. No. 112; and
The South half of Section 36 in Highland Township, Lincoln County, Kansas being all of the portion of said Township located within the boundaries of U.S.D. No. 112; and
Board Member District No. 3 is described as follows:
The City of Claflin, Barton County, Kansas.
Board Member District No. 4 is described as follows.
The City of Holyrood, Ellsworth County, Kansas; and
The City of Lorraine, Ellsworth County, Kansas; and
Sections 1 through 5 and Sections 8 through 12 of Valley Township, Ellsworth County, Kansas; and
Sections 4, 5, 6, 7, 8, 9 and 16 of Green Garden Township Ellsworth County,     Kansas.
BOARD MEMBER DISTRICT No. 5 is described as follows:
The City of Bushton, Rice County, Kansas; and
Farmer Township, Rice County, Kansas, EXCEPT Sections 6, 7, 18, 19, 30 and 31; and
Sections 1, 2, 3, 10, 11, 12, 13, 14, 15, and Sections 17 through 36, in Green Garden Township, Ellsworth County, Kansas; and
Thomas Township Ellsworth County, Kansas, EXCEPT Sections 1, 12, 13, 24,     25 and 36; and
All of Ash Creek Township, Ellsworth County, Kansas contained within the boundaries of U.S.D. No. 112, generally described as sections 19, 30, and 31; and
Sections 22, through 27 and Sections 34, 35 and 36 in Lincoln Township, Ellsworth County, Kansas; and
Sections 13, through 17, and Sections 20 through 29 and Sections 32 through 36, in Valley Township, Ellsworth County, Kansas; and
Eureka Township, and the City of Frederick Rice County, Kansas, EXCEPT Sections 32 and 36 of said Township; and
Sections 1 through 5, and the West half of Section 10 and the north 1/16th mile of  the Northwest quarter of Section 12 in Pioneer Township, Rice County, Kansas.   
BOARD MEMBER DISTRICT No. 6 is described as follows:
Logan Township, Barton County, Kansas; and
Cleveland Township, Barton County, Kansas; and
Independent Township, Barton County, Kansas, EXCEPT the City of Claflin; and
All of Beaver Township, Barton County, Kansas contained within the boundaries of U.S.D. No. 112; and
All of Cheyenne Township, in Barton County, Kansas in Township 17, Range 12 contained within the boundaries of U.S.D. No. 112; and 
All of Cheyenne Township, in Barton County, Kansas in Township 18, Range 12 contained within the boundaries of  U.S.D. No. 112; and
Section 6, Pioneer Township, Rice County, Kansas; and
Sections 6, 7, 18, 19, 30 and 31 in Farmer Township, Rice County, Kansas
Sections 6, 7, 18, 19, 30 and 31 in Palacky Township, Ellsworth County, Kansas; and
Sections 6, 7, 18, 19, 30 and 31 in Valley Township, Ellsworth County, Kansas.
BOARD MEMBER No. 7 will continue to be elected at large from the entire District.
BE IT FURTHER RESOLVED, that this resolution be published one time in the Ellsworth County Independent Reporter and within two weeks after the adoption of this resolution; and that the Clerk of the Board timely certify said new Board Member Districts to the clerks/election officers of Ellsworth, Barton, Rice Russell and Lincoln Counties.
BE IT FURTHER RESOLVED, that Resolution 12-10-12 is hereby revoked.
