The City of Holyrood, Kansas will receive sealed bids for the construction of STF Improvements 2019 at the City Hall,  116 S. Main , Holyrood, KS 67450, until 1:30 P.M., THURSDAY, FEBRUARY 13, 2020. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud immediately after the specified closing time.
Major items of work – Construction of a wetlands cell, construction staking, construction of a treated effluent pump station and 4” PVC force main, boring under abandoned railroad, construction of access road, fencing, implementing pollution prevention plan, filling wetlands cell, installation of floating aerators in existing cells, and seeding, as required. Existing sewer plant shall be kept in operation at all times. Electrical conduit, conductor, and breaker panels for the Treated Effluent Pump Station to be provided by OWNER. Complete work and reports according to the Drawings and Specifications.

Bidding Documents: Electronic copies of the bidding documents may be obtained through the Engineer’s website: www.ebhengineering.com/plan-room, by entering your information in the required fields. Addenda, if any and Plan Holders list will also be available through the EBH website Plan Room. Hard copies of the Bidding Documents are available at the Engineer’s office upon depositing $100.00 per set. No refunds will be made. The date that the Bidding Documents are downloaded by the contractor will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Project  Funding – This  project  is  entirely funded by  the  Kansas  Water  Pollution Control  Revolving  Loan  Fund(KWPCRLF) provided by the Kansas Department of Health and Environment (KDHE).
Nondiscrimination in Employment – Bidders on this work will be required to comply with the presidents Executive Order 11246 as amended. Requirements for bidders and contractors under this order are explained in the specifications.
Anti-Discrimination - Bidders on this work, including sub-contractors or vendors, will be required to comply with the Kansas Act Against Discrimination (K.S.A. 44-1001 et. seq.) and the Kansas Age Discrimination in Employment Act (K.S.A. 44-1111 et. seq.). Bidders on this work, including subcontractors and vendors as applicable, will be required to comply with Non-Segregated Facilities, Minority/Women-Owned Disadvantaged Business Enterprise and Small Businesses in Rural Areas utilization policies. Requirements for bidders and contractors under these orders and acts are explained in the specifications.
Debarred or Suspended Contractors - Bidders must fully comply with Subpart C of 40 CFR Part 32 entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at www.epls.gov are not eligible for award of any contracts funded by the KDHE SRF Loan Fund. Prospective bidders must certify by submittal of EPA Form 5700-49  (Certification Regarding  Debarment, Suspension and Other Responsibility Matters) that, to the best of its knowledge and belief, it and its principles are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from covered transactions by any federal department or agency.
Davis Bacon Wage Requirements - In accordance with the EPA Guidance Memorandum “Application of Davis-Bacon Act Wage Requirements to Fiscal Year 2010 Clean Water State Revolving Fund and Drinking Water State Revolving Fund Assistance Agreements” dated November 30, 2009, all laborers and mechanics employed by contractors and sub- contractors on projects funded directly by or assisted in whole or in part by and through this loan agreement shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of chapter31 of title 40, United States Code. The Contract Documents must include 29 CFR Part 5.5(a). When the project is advertised for bid there must be a section in the contract documents that lists the required wage rates for workers
Anti Lobbying – All contracts and subcontracts exceeding $100,000 at any tier under a KWPCRLF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.
American Iron and Steel - All of the iron and steel products used in the project must be produced in the United States. The term ‘‘iron and steel products’’ means the following products made primarily of iron or steel - lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. A Certification form must be submitted with the bid documents.
Bid security in the amount of 5 percent of the bid shall accompany each bid in accordance with Instructions to Bidders.
Owner reserves the right to waive irregularities and to reject bids.
