Gen. Phil Sheridan’s Winter Campaign against the Cheyenne came to a close the later part of March, 1869.

The surrendering Cheyenne were sent to Camp Supply. Gen. Custer’s Seventh Cavalry turned north toward Fort Hays. Military leaders and civilians alike believed they had finally driven the Indians from Kansas, making it completely open for safe settlement.

The focus was expected to change to the northern plains. Gen. Carr was ordered to shift his 5th Cavalry to the Department of the Platte in Nebraska.
