Council takes action on temporary notes for Kanopolis water project

KANOPOLIS — The Kanopolis City Council adopted a resolution at its April 14 meeting authorizing the issuance of general obligation bonds to pay the temporary funding for the city’s water project.

Dominic Eck of Gilmore and Bell said the city would receive a 1.875 interest rate for the 40-year term of the loan. Payments will be $55,724.34 per year. The loan closing will be May 28.

Dave Barber of the U.S. Department of Agriculture Rural Development, will call city clerk Debbie Kralik regarding the signatures needed to complete the loan documents. Kralik was asked to compile the related materials and send them to the Kansas Attorney General for approval.

In other business:

• Thaniel Monaco of BG Consultants in Manhattan, said APAC has drilled the new water well. Crews will be working on the well house next week, along with dirt work for the foundations and pads and underground piping. APAC has also purchased a generator for the new water well. The water well work could possibly be completed in May.

• Barber also requested a special meeting with the council to discuss the grant for the water tower.

• Kralik said the grant applications for the curb and guttering and sidewalks have been denied. It was suggested the city apply to the Dane G. Hansen Foundation.

• Monaco suggested the city apply for a community development block grant to construct a building to store fire trucks for the Kanopolis Fire Department. The grant is a 50/50 split with the city and is typically a loan. Mayor Anthony Hopkins suggested the city construct the building on its own and use a Hansen grant for the curb and guttering.

• Trevor Kelley did not attend the meeting but was concerned about the letter he received from Kanopolis Police Chief Jeff Weigel concerning cleanup of the property at 304 S. Colorado. If the property is not cleaned up within 30 days, the city will do the work and bill the property owner.

• City employee Mike Bunch said he sent a water sample from Well No. 7 to the Kansas Department of Health and Environment on April 14 for nitrate testing.

• A $13,952 bid from Reliant Roofing of Ellsworth to install new siding on the Kanopolis Community Center was approved.

• A $585 supplemental bid from Reliant Roofing to wrap the windows on the west side of the community center also was approved.

• Resolutions were approved providing times and places for hearings to determine compliance with the cleanup of properties on South Iowa Street, two properties on North Iowa Street and for 125 S. Iowa Street. Letters will be sent to property owners explaining this is a preliminary procedure to determine compliance by June 9.

• Approval was given to a $37,328 bid from Hi Plains Sand Inc. to construct new roads. Council member Gregg Tripp said he would find culverts for the roads. He will also call Circle C Paving for a quote on chip sealing the streets. That information will be presented at the next meeting.

• A new treasurer for the Kanopolis Public Library will need to be appointed because the current treasurer cannot be bonded. Hopkins asked whether the city treasurer would be interested in the job. Kralik will call and find out.

• Bunch said the grapple forks for the city skid steer were a good purchase. The new truck recently purchased by the city is also running well. The city crew has been sealing potholes and will need new bristles for the street sweeper broom. Hopkins will ask the City of Ellsworth if Kanopolis can use Ellsworth’s street sweeper. If not, perhaps Hi Plains Sand can broom out the gutters and the city crew can pick up the material with the city’s broom.

• Bunch will check with Joe Schwartz of Hi Plains Sand on decals for the city’s new pickup.

• Bunch said he had problems with the sewer lift station April 12. He called David Dolezal from the City of Ellsworth to help him. Dolezal worked for two hours and asked the city to compensate him. A motion was approved to pay Dolezal $100 for his time.

• Tripp will talk with the city crew about potholes.

• It was noted there are washed out culverts in Kanopolis. Bunch said a couple of culverts are rusted out and if the city crew repairs them, he is afraid they will be completely ruined. Tripp said he would get a price to purchase culverts. He possibly has a couple of culverts on hand.

• Hopkins asked who authorized the purchase of AB3 rock for the alleys. He wants the item on the May meeting agenda as an executive session item under discussion of non-elected personnel. Any further work on the alleys should be milling only.

• Tripp will call Tony Lamia of Slechta Enterprises to make sure the condition of the alleys is okay for the trash truck crew. Hopkins said he received complaints about trash not being picked up. He will contact Slechta Enterprises as well.

• Kralik said once Gov. Laura Kelly has lifted the city’s ability to shut off utilities as part of her statewide response to the COVID-19 crisis, the council needs to think about how to deal with people that have stopped payment of their utility bills. Hopkins suggested sending a letter so they are aware they still are responsible for payment.
