Council questioned about dogs
KANOPOLIS — A citizen who was bitten by a dog had several questions for the Kanopolis City Council during the Feb. 9 monthly meeting.
Pauline Zvolanek asked what will be done to the dog that bit her. Mayor Anthony Hopkins said that it is up to the court and Kanopolis Chief of Police Jeff Weigel.
Zvolanek also asked how many dog tags are issued yearly. City clerk Debbie Kralik said she has about 70 registered dogs. Zvolanek asked if the council could require a 2-foot underground wire fence so dogs cannot dig out. Hopkins said the council cannot legislate that effectively. Zvolanek also asked if someone could go around and count the number of dogs in town. Hopkins said that is not feasible. City employee Mike Bunch said most dogs are inside dogs anyway.
Hopkins said that the owner of the dog will probably receive a citation for possibly multiple items. Janice Essick said she is scared to walk in town. A letter regarding walking in town was also received by Sara Soukup.
It was noted there are still two dog cases pending court in March and Weigel needs medical bills from Zvolanek for court.
The council agreed that what happened to Zvolanek was tragic, and it is up to each citizen to register their dogs and make sure that they do not run loose. Hopkins noted the only way the council knows is if it is reported.
In other business:
• Thaniel Monaco of BG Engineers called Kralik to report the water tower is on schedule.
• Kralik told Monaco the city had a failed chemical pump in the new well house. Yost Electric of Gorham was called to fix it, but it was found to be a bad meter. Kralik sent a copy of the bill from Yost Electric to Monaco since it should be handled under warranty.
• Approval was given to a $965 bid from Phoenix Emergency Vehicles LLC to synchronize both sirens in tow n to sound at the same time.
Approval was given to a bid of $1,800 from ACT of Lenexa for an asbestos survey at the old city hall and the city Quonset Hut.
Bunch received two bids from Mpire Improvements and Overhead Door for a new garage door at the City Shop. One bid was for $5,573.94 and the second bid was for $4,363.77. Hopkins suggested contacting Ed Kyler, Overhead Door and Cheney Door to get additional bids.
• Approval was given to lease a skid steer from Carrico Implement for $3,500.
• Bunch said that with the cold weather the city should notify citizens of the need to let their water drip in their faucets to prevent freezing lines. Kralik will put on Facebook, the city marquee and the city newsletter.
• Approval was given to expend $250 to continue the city’s support of the Ellsworth County Independent-Reporter Newspapers in Education program.
• Approval was granted by Greg Heller to waive the building rental fee for the April 25 Ladies Tea and Victorian Fashion Show at the Kanopolis Community Center.
• David Witt contacted the city about widening his driveway to 25 feet. He will replace the curbs himself. Hopkins said Witt would need to contact the county regarding Missouri Street to get their approval. He would also need to buy a permit.
• Kralik asked council member Rebekah Tripp to take information on the League of Kansas Municipalities Seventh Grade Essay Contest to school so students could enter.
The next meeting of the Kanopolis City Council will be at 5:30 p.m. Tuesday, March 9, at the Kanopolis Community Center.
